it's not that crazy, heck, in 2004 it was only 16-20 minutes. Conficker and other botnets are more than capable since we're 93% full on our IPv4 (IP address protocol) allowance. We have only an estimated 6% available ip addresses so technically its easy for any botnet to scan IP addresses for vulnerabilities that are unpatched and exploit them. but this isn't a computer forum and it's off topic lol. so I will stop now.
