I haven't kept goldfish, but I believe with most tanks, 10ppm or under is ideal. There are some species of fish that can be touchy with nitrates, but don't really know if goldfish is one of them. What kind of goldfish is it? That may also make a difference.
Personally I would do a wc to drop the Nitrates down a little bit.I don't let mine get over 10 week to week if I can help it. One thing to remember though, Nitrates are harder to get to drop than ammonia or nitrites with water changes. No clue why. Where a 50% water change would cut nitrites or ammonia in half, it's not that easy with nitrates. The mods Andy or Pris would have more experience with goldfish and should be along in a bit.

Keep it less than 20ppm.
